Yeah they will encourage you to tell your state representatives to grand the Chip Acts money so they can pocket it first and then come out saying you are expensive that needs to be cut or layoff.

That's what they do. Go get the federal money. Turn around and say that labor is too expensive and cut costs and the headcount. The tech companies have been following this playbook for years and Intel is no exception. "We will build the capacity and they will come" and then they will sing a different tune.
