18A isn't even close to meeting PPA targets, you can forget about 5A.
Anything that far in the future is a pipe dream at this point. The workforce needs to get through all of the actions announced last week and then there will probably be some reorganization. These are big hurdles in the short term just to get back on track. Priorities are probably going to change depending on the outcome of the current actions.
