I’m based in Santa Clara, CA. If I take Voluntary Separation Package, am I eligible for unemployment benefit in California?

In CA, severance has no impact on the unemployment benefit that you are eligible for.

Yes, but after your severance is spent. You should apply to food stamps too. Food banks don't care as much so you can go there any time. If you want to save even more money, sell your car and get a bicycle, bus pass, and ZipCar membership.
