Of the three main reviewer groups they are now solidly the worst to me, both in terms of approach and talent.
Yes, they are not subject matter experts so don't ask the right questions. Some of them are just down right stupid.

Itv is a scam. The person in charge was in business making the she they now pretend to audit.
They are a mini me Audit team. They are supposed to find the Issues before Audit comes in. It's duplication of work. Along with the Evidence Based Control Evaluation. Both are redundant to Audit. The EBCE teams are actually worse than Audit seems like they are trying extra hard to justify their existence.
Yes. They waste time and resources. I’m not sure how they differ from audit other than they add an extra layer of scrutiny to satisfy the regulators.
I worked with one who couldn’t even write SQL so I had to spoon-feed her screenshots and query dumps. And explain everything. And this was “independent”?
In my book that’s worse than useless.
