Anyone know when raised for 2025 will be determined? I am wondering what to expect in terms of if it will be a good program or meager crumbs offered.

BTC will likely get significantly more than usual because Chevron is opening a technology center in Bangalore and already started interviewing EM employees. Target for Chevron is to hire 600 in the first year.
Every BTC employee should apply at Chevron and see if Chevron is offering legitimate salaries.
HC10 will be crumbs unless you're top 20%

Start doing exactly what your job description requires—nothing more. The extra work piling on isn't part of it. This is the perfect time to see how your leaders "lead" when nothing gets done. 2025 should be great if you play your cards right.
Seeing as how the goal is to get people to leave I doubt it'll be anything worthwhile. Might even be tied back to the 2022 raise overshoot for another year. Give out good raises to stop the bleeding then use it as an excuse for sh---y raises for two years. Genius move.
