I was comparing my salary (Software role) with lower-tier competitors and noticed that I am paid much less. It’s time to look externally. I have no hope that Intel will ever come back and address this issue.

Those lower tier competitors that you used are probably way out of Intel's league. Aim lower.
Your salary is low by design. Intel is reducing headcount and wants you to voluntarily leave without having to pay severance.

HR are delusional, and rabbit on about Tcomp making up the difference etc. We are way off the mark here in Ireland. Only the tongue punchers are looked after.
