We can get rid of several layers of management and nobody would even notice. When's that happening?

I disagree. If Intel eliminated several layers of management the company would likely execute much better.
Old AMD Joke. It takes 10 Intel engineers to do the work of one AMD engineer.
However, they will always CPM you first.
Broken culture will prevent this from happening.
The incentive structure ensures that middle management will thrive.
Not only does Intel have too many managers, many of them are doing more harm than good.
