We have worked at a place where management say they’re going to lay you off in March and string you along for months.

Every time I post anything against union, the leftist moderators always remove my post. The moderators on this board are politically very biased.
Seems weird to you? Not necessarily to all of us.
Letting you know is both their way of telling you to find a new job, and psychologically draining you in an attempt to get you to quit. You're at a dead-end job, procedures change to make work more stressful, leadership is shrinking meaning you have less people to go to for help, colleagues getting terminated for small things, all to make you question if it's worth sticking around for the severance pay.
If you unionize, they'll close the site and you'll get your severance pay. If you don't, you're taking a gamble that risk you getting terminated. The site will close eitherway.
They are having problems with India. Turnover is astronomical.
Months? Try years.
