Why does Dublin get so many middle to high level managers and not many people doing actual ground work?

It’s a relatively cheap location for management position hires. There aren’t the huge deltas here between entry level and senior management - at least, nothing like the differences you find in the US. There’s also a highly educated workforce here. (And let me just note, for the sake of full transparency - I’m a US expat living here for the last 10 years.)
U.K. and Dublin have Cadillac deals including lifetime employment and cushy labor laws. We can’t fire them even though they do nothing.
