Unrealistic Strategies!

When there is a storm eminent, should the authority focus on building new shelter facilities (not one, several) or focus on survival/retreat/channeling all resources to pass the challenging time?

First of all, the correct term is imminent, not eminent.
Next, your question is nonsensical. Building shelters would be a survival strategy to weather a storm - it's like you're asking "if you're sick, should you take medicine to try and survive or do something to try and survive?" Dope.

Who would license any Intel IP? This company is behind and failing in every aspect. Design is no better than manufacturing both are behind the competition.

Intel should decide what it wants to be when it grows up. A product company or a Fab service. It CAN'T do BOTH!

Maybe Intel should license x86 and be like ARM… making revenue from the licenses/IP and not from the brick and mortal fabs that require obscene amounts of money to generate any revenue. Cut your losses: sell the fabs and shift towards design.
