How do we stop the ISP crowd from not selling our secret sauce to bad foreign actors during ISP process? People do these specially WFH.

You still think Intel has anything to help the competition get a competitive edge? If so, please wake up and smell the coffee! If we had anything useful, our products would be selling like hot cakes and we wouldn't be shrinking in size and profitability! Competitors already have what they need and are kicking our a$$ as we speak!
OP do you know bad foreign actors that are trying to buy IP? If so you should be reporting it or you could be considered and accessory to the crimes. I doubt you do and the same is true for the all of the other employees. There are already systems in place to protect and track IP usage and access. Your access to everything will be removed immediately while you are being informed that you no longer work here.
You are working for a company with a long history of layoffs this is actually one process that they have down to an art.

This would have been a big problem 5-10 years ago but we are no longer cutting edge enough to have useful secrets to steal. What would they walk out with, N-2 node details or the business processes and practices that got us into this mess?

What I am saying is as soon as someone is marked for ISP, they should not need access to the network. Simple and safe to prevent IP theft. I bet you every time Intel goes through these ISP phases a large amount of IP is stolen.

Are you asking if people can be deputized and tasked with stopping corporate espionage? Or what would you suggest to improve current laws that make it illegal?
Intel should monitor large downloads from those tagged ISP. Bet you they do already. Then prosecute them and do not pay them the package.
