Effective January 1, 2024 the Paid Leave for All Workers Act (PLAWA) allows workers to earn up to 40 hours of paid leave from work each year

I believe it's primarily designed for workers not given a PTO package through their employer. If you're a contractor (not an independent contractor, but working for a company that pi-ps you out to, say, Cisco) and they don't offer you a PTO package you should be eligible.

That has links to the actual law and a FAQ.

The accruement is pretty slow, though.

If you look at the FAQ on the VTO site, because Illinois requires, by law, that employees get 40 hrs of PTO.

Cisco is requiring everyone in Illinois to use their 40 hours of PTO first before using their "unlimited" VTO time. So if you want to save your PTO for additional severance payout, you'll never take any time off. If you want to take time off beyond the 1 week / 40 hrs, you will end up using the PTO early on and then it won't be a fiscal liability to Cisco.

It really won't help those in CA to push for it. Be thankful that CA requires the 60-day notice so that we get such a good severance package.

In Illinois I don't believe you get an extra 40h on top of Cisco's PTO. It's for people who are not offered a PTO package by their employer.
