If someone received a September date but end up being needed past that, can the date be moved? Or are the release dates final and locked in with no exceptions?

If you receive the VSP package, go through the material , it has all the answer for your questions

Locked in. Verizon will find someone else to do whatever it is.
The dates are locked in. That being said, Verizon can do whatever it wants, but it sure wouldn't be to your benefit.
