The delay in layoffs is nothing but another way for them to save money. They know how mentally taxing this is and how many people will decide that the better option is to leave as soon as they can instead of waiting to see what's going to happen. The more people make that decision, the less money is spent on severance. This is all intentional.

No, it’s for legal reasons - to minimize legal risks. For example, so no plaintiff can claim that they had planned this for a while.
They will give out bonus letter soon and then layoff employees! Usually September last week is the day of layoff.
