I know that once again I won't be able to mentally check out like I usually do over the weekend. I hate that the higher-ups think it's okay to play with our emotions this way.

If you’re going to work at Cisco, you have to understand this is a game. The Hunger Games to be exact. You have to understand that it’s not if you will be laid off, but when. Once you understand that you will be laid off at one point or another, you start looking at your job differently. Just ride it out until the gravy train is over. If you can’t handle that, I highly suggest you find another company to work for. Even if you make it past this layoff, you’re going to find yourself in this same exact situation next year. And the year after. And the year after that.
Knowledge is power. No one need fear Cisco and their endless LRs if you have knowledge. If you have that then you are the one who has the power, not Cisco.
Problem at Cisco is many employees have been doing two hour days for so long and taking the decent pay check for so long they forgot what it means to be marketable and have customer valuable knowledge. They’ve become politicians learning how to survive at Cisco by ducking and diving and not by the power of their abilities. Don’t shoot the messenger.
The LR's can be very unsettling if you are not prepared.
OP, no disrespect intended - I sense you need to balance work and life more effectively.
If you feel helpless, do things that will give you back control. Like others have said, working on your CV, applying for new jobs, possibly brushing up on skills.
Don't let BS Cisco politics ruin your life. You know why? Because life is short, and there's far more to your life than whatever your title and pay grade at Cisco may be.

Try not to worry about things you cannot control.
I was laid off from Cisco in 2009 then rejoined the company in 2021. I anticipate getting laid off again next month. When I joined the company initially in 2000, I was welcomed as a member of the family. My separation letter in 2009 stated that my services were no longer required. It's nothing but business, so don't take it as a personal insult. These people don't even know who we are. The ELT team is clearly paid a disgusting amount of money to lead the company into ruin. I consider September 16 announcements to be a bit of good news as it is another month of pay and will use that time to prepare for the next chapter in life. I have updated my resume and applied to dozens of positions. By taking the initiative to look for another position, I don't feel helpless waiting to be discarded.
You are the only one who controls your emotions. Don't allow people to manipulate you.
Remember that beat when the ELT were begging employees to trust them and stay at the company?
Spend the weekend brushing up on your CV. That's the only way you'll break this negative loop. Take care.
You need to control work not the other way around.
At the end of the day close the lid on your PC and ignore all emails and texts that are work related.
They don't care about you and you should not care about them or this job.
