What are the criteria for selecting employees that are put on to the RA list?

The US has sc--wed itself in regards to this. A lot of reason for laying off older people is the cost of heath insurance. If the US had socialized health care like the rest of the civilized world, this wouldn't be as much of a problem.
Your incompetent manager hasen’t a clue about anything going on, except the sheets dripping down from execs.
Any old Indian friends and cronies of Alvind who work at IBM are automatically excluded from the RA list. Most of them have been promoted to senior positions like the Senior VP of Consulting. They might do nothing in terms of work, but they make the big bucks.
Maybe someone should create a list of these fine executives and publish it for all to see.

Are you working from home? Maybe one of the criteria.
There are dozens of criteria, which you can find by browsing through past postings. They are the criteria one might imagine...how you're rated by management, how much you're paid, what benefits you're drawing (sick time, etc.), your pay band, your chances for advancement, etc.
But the bottom line for getting RA'd is that the department needs to cut heads, improve their budget numbers, improve their organizational P+L...stuff like that.
Criteria: the job can be done cheaper somewhere else
