Is there a way of getting promoted outside of jumping to another team (within the same division)?

its not what you know....its who you blow.
or ...you can su-k up to Alvind in public every opportunity you get, in which case he will promote you until he is eventually shown the door. And then, you are on your own. It happened to a jerk director in Lowell who should have been shown the door from the F&O but found his way to Consulting and he didn't even have the right Security background for the job. Which just goes to show that su-king up to Alvind will take you to places you've never thought about in your past life. The moral is it always helps to have the "right" connections, not the wrong ones like Kamala Harris.
To get promoted, there needs to be an organization need.
For example:
(1) The organization is expanding and a new position is created and you apply for it
(2) The organization consolidates a few jobs into a new position and the management team makes the case that the new position is an expanded role which warrants a higher band level and you can apply for it
(3) A manager above you leaves, creating a vacancy that you can apply for
