How come some non exempt managers got the work stoppage bonus and some did not?

Five years ago the union was only on strike for only 4-5 days. Afterwards, every manager with a contingency assignment got an email thanking us for our service in filling the gap, and 2 extra vacation days.
Contrast to this year, where we haven't even been thanked, let alone given a couple freebies. I did hear from some peers that some organizations granted extra pay, but it seems to be at the discretion of that team leader. Very shady, the way everyone is being treated differently. I didn't get a damn thing.
