On paper, to hit the Nov 15th, they need to notify by Sept 16th.
Although, not sure that is needed as they will payout the 9 weeks regardless to be within the WARN act.

I think they will release all that took the packages. "They" will look at who is left and spend the next few weeks in meetings and "restructuring". I suspect the next wave will be in 3-4 weeks. But that is just my guess.
