I don't know if it's still the play, the last I paid attention the goal was Texas. Lower cost of living. Lower oversight and regulation, and an up-and-coming tech sector.
Honestly it didn't seem like a bad option the brief time I was there.. though you'd have to love driving everywhere.
Yeah the Bay area will probably a blood bath for IT workers. High salaries but they will probably reverse now.
There is going to be a secondary effect to that, provided that the market is going to be flooded with good people and now cheaper the companies will start layingoff in one area of the country and hire in other areas, not necessarily colder markets (ex New York) but for less as the salaries will drop there as well
