Will have a compensation of way below average. Can intel win with not properly compensating employees?

Intel has never been known as a top paying employer. We always used to sell "t-comp," total compensation, a package of pay and benefits that stood out when compared to other tech employers. Intel was known for work-life balance (well, outside the fabs, anyway), great learning and development opportunities, and unique benefits such as the sabbaticals.
Now that many of those benefits have been reduced or even eliminated, the t-comp looks shabby due to the lower pay. So, to compete, Intel will have to raise compensation to compete with the other tech companies.
Oh, but we're short on cash... so now what?
The ELT and their advisers at McKinsey and Bain haven't thought this through completely. Of course, the consultants will collect their fees and walk away happy. The ELT have their golden parachutes.
But we don't even have free bananas any more.
There will not be an Intel.
The ones left behind will be the deadwood that lack initiative to leave or are unemployable outside Intel. I mean, after all this drama, if someone chooses to just close their eyes and ears to stay.. why would they command any kind of premium. If anything I could see their pay being cut.
The people that remain should get compensated someway or somehow.

The company goes bankrupt before properly compensating the peasants. You can guarantee great compensation for VPs, directors, and other forms of useless management.
As far as I know, it will be the opposite. Many VP will layoff everyone under him before himself. Total cost is going down but average cost will go up. Doing layoff like this will further damage the company.
