I guess then it's across the units and states in numbers that would not trigger the need for WARN. Does this mean mass layoffs are coming next week (or in near future), or will they continue with small batches of people across the board?

Severance packages
Employers can provide a severance package instead of notice, but the package may be conditioned on waiving any claims under WARN.
30-40 in credit risk in Portland are gone by end of month, guaranteed.
