I can confirm that orgs under SO and MJ had >42% incon targets, <35% met/met targets, <23% exceed/met targets, and 0% new bar allowed. Exceed/Exceed allowed only by exception of L2 in org. Dunno abt other orgs, but this is majority of headcount under DF. L2 had discretion on spreading it like peanut butter or differentiating individual dept targets.

I'm under dougie fresh and I got set newer bar above the old new bar.
Organizations under Doug Field more than not received ratings above "Met".
Maybe some industrial departments that are secondary in the EV development space were below that.
