I was impacted during the Nov 2020 LR. My director was impacted at that time and he took PTO (not sure if it was actually recorded as PTO) during the week of announcements for the front-line personnel. Also, some managers do not want to be the person who gives out the bad news so by taking PTO they can push off the notification duties to someone up the chain. My manager refused to notify our team members as they said, "If they(upper management) can pick members of my team to be LR'd without my input, then they can be the ones to notify them." And since my Director was impacted it got pushed up to a senior manager/VP to be the one to notify me. So a manager taking unexpected PTO on notification week to me is not a good sign based on what happened to me in 2020.
Someone mentioned that some managers were let go yesterday, which would make sense based on the sudden week long PTO's that are appearing with 9/16 return dates...
If the manager is taking PTO sept 16th that is a good sign probably the team is safe :-)

They are not on PTO they just want you to think they are.
I would think a "leader" would want to be there on a day that has been creating anxiety for some folks for weeks now...I mean, I would try if I were a manager to not be out...
Why is that strange? The company has been pushing take vacation for months. People schedule vacations months in advance. No one knew about the LR date till a few weeks ago.
