Why would there be ISP when huge numbers applied for VSP, with a significant large number refusals for VSP. Make it make sense at least. There will be a lot if disappointed people onside come Monday!
No there would need to be another legally 30 day consultation process for ISP. Ireland site oversubscribed sending out VSP rejection notifications after 14th sending acceptance letters to ERP/VSP on the 16th
