Definitely cost. If you have a higher salary than someone else in the same grade within your organization with a similar role, you’d be the target.

If you’re not in one of those categories then the likelihood of getting cut is much lower. Not zero - but lower.
There’s an article this month on Fortune magazine of Intel vs. Microsoft and it’s truly amazing how you could just change Intel for Cisco and the stories are so similar.
