I saw a post where the OP mentioned that people got let go if they were low performers or not on the 'favorites' list. Just want to know if I can open an HR case to at least get some clarity on how my performance was evaluated. Unfortunately, I wasn’t on the favorites list and didn’t get a great review after my last performance eval.

If you are laid off, write an email to the upper level management, HR and few others how unfair the performance review was. Also document how you were better than your coworkers in certain areas.
Many are involved in challenging or difficult features to implement, it not unfair to put them in bottom and target them.
HR will keep a file on your manager , you gift to him for his sh---y leadership and mentorship.

You’re the real clown here if you think you can judge someone’s situation without knowing the details. Sounds like you're one of those managers who made Cisco toxic place to work—keeping your little group of puppets and brown-nosers close. I wouldn’t be surprised if you’re a low performer yourself, just showing up to meetings with your camera on, cracking jokes to look like you're doing something while contributing nothing. It’s easy to call people out, but harder to actually add value.
News flash to the OP/Mo--n - You signed off on the last two reviews. You acknowledged them. It's part of the process and no way for a manager to change it after it is submitted. If you were borderline and barely met expectations, that doesn't make you teflon. Frankly, this is a great time to work out lower performers and those others who aren't worth what they are getting paid. If you are on a PIP you are toast or should be. If you aren't performing up to the grade you are at or if others at that grade are performing better, well you are potentially tagged. Most of you clowns should spend some time working, not sitting around all entitled and full of yourselves.
Yes it is available in workday. I just have meets expectations for all. Is there an option for exceeds expectations or is ME the highest?
You work for Cisco and HR does not work for you. Always avoid HR unless you are looking for trouble.
It is not based on performance at all. Cost, age and whether you check a muh diversity box are the primary drivers. Are you over the mid point in the job grade? Close to or over 50? White male? Any one or combo will move you to the front of the line.
Move on. you cannot change the outcome here. focus on the next opportunity

The truth is that if your not in an employment at will contract then you could force them to explain why. In particular if you have collected evidences that your managers or colleagues have treated you bad and you were discriminated in any way.

I'm 110% sure my manager already knew and was the one who put my name on the list. I didn’t get a good review and dealt with a lot of mental stress from him and a team leader I worked with.
Unfortunately, there’s too much politics in our team. It doesn’t make sense why someone was let go just for not being a brown-noser or a sycophant. I generally work hard, but unfortunately, not part of a big network.

People are let go based on what future projects they are assigned to. Layoffs based on performance would make too much sense.
Performance has nothing to do with layoffs... if anything a lack of strategic relationships lead to layoffs
