Look up the "vitality curve." You might also know it as "stack ranking" or "rank and yank." The point is to fire the bottom 10% each year and reward the top 20%. Chambers first brought it into Cisco to fire the bottom 5%.
If you look at the overall body count Cisco tends to grow back to its pre-layoff size pretty quickly so it's not about shrinking the company over time.

Don't invest your time in a company that you wouldn't want to invest your money. If you were investing in stock, would you put Cisco at the top of your list? It's a gut check everyone should go through. Losing money is painful. Losing time is unrecoverable.
