All this pressure is pushing more and more folks to make big moves. A coworker recently left Intel, took a hefty pay cut for a new job, but he couldn't be happier about it. Meanwhile, I know plenty of others who are just hanging on, hoping for a layoff and severance. Once we know layoffs are done for sure, they're out of here too! I think this whole strategy might end up costing the company more than they anticipated.

Some people just aren’t “change” people , and the change has to find them .
You only get one life. Are money and possessions the most important thing? When you get old and look back on your life will you be happy that you had a miserable job that paid well or would you regret not making different decisions? Now is the time for those decisions.

Of course your friend will say they are "happier". Give it time, that pay cut will settle in, and that attitude will change. As I've experienced, you can leave voluntarily, wait to receive the tap on the shoulder to leave, or stick it out while the place falls apart and you become more valuable. Riding out another company's chaos, once under PG's rule, turned out to be extremely profitable for me
Nobody talented is still at Intel.

Those waiting for a severance to leave Intel are like those refusing to leave a burning house until their skin is singed....
It is stupid if you don’t jump on a sinking ship. Those are able to get out have more chance to survive and will get better life somewhere else.
People waiting for a layoff are not going anywhere.. HR knows that. Who would want to wait for the water to get past their nose before they try to start saving themselves??
They just say that they are waiting for a layoff or severance as a way to rationalize their inaction. If they were truly motivated they would leave yesterday.

If you are still holding on to this white knuckled ride of a job for the hope of a severance package then you probably made a huge mistake and should have left sooner even without a package. The job market is tight and will likely get worse. The probability of the markets tanking and the country heading into a recession after the election, regardless of who wins, is very high. Look at the signs, high probability of 2 major wars (Ukraine and middle east), inflation is still a persistent issue and prices are now nearly 25% higher than 4 years ago. housing market having the worst year in over a quarter century (most people's single largest wealth asset), the job market for good jobs is tightening fast, other large economies are have growth and stability issues, lots of corporate bankruptcies and reductions, major US corporations in big trouble (Boeing and Intel to name a few)... the list goes on and on. The stock market is not a good indicator of overall national health.
Wake up, those are the smart people who are taking control of their lives.
