I know a few people who were laid off but are now back working at Dell. How long do you have to wait after receiving severance before reapplying for a job here? It seems counterintuitive to pay someone to leave and then hire them back, but I guess it happens.

Because people have mortgages and bills to pay and if they’re not getting hired elsewhere, they do what they have to to pay bills. I don’t understand how you can all be so stubborn to not realize this. You’d rather stay home and get unemployment instead? Ridiculous

so if you are going back to a shyt company AFTER it laid you off you really need to reevaluate your life choices

Why do people leave and come back? Many reasons. What is available in their area. To get better pay. To move into an opened position etc... in case you haven't noticed, the job market isn't great and bills still need to be paid.

I was at HQ in roundrock and it had a small factory-town feel. Imagine putting in 10-20 years there and dell is all you know.
The key word in your severance package is "May" be required to repay a portion of your package. I know a couple of people who were laid off and came back 6 months later and was able to negotiate that they would not have to repay. They both said that the hiring manager didn't have much of an issue with waving the repayment.
However, why would anyone want to come back to this deplorable company after being freed? Other than an expectation that you might get laid off again and get another package.

Severance agreement states.....
"If I am rehired by or engaged to provide service to Dell within 12 months of my Separation Date, I understand and agree that I may be required to repay a prorated portion of the severance paid to me by Dell prior to being rehired or engaged."
I'm assuming "engaged to provide service to Dell" means coming back as a contractor.
I've been contacted twice about coming back both as a contractor and full time. While my time at Dell was pretty good it was heading downhill when I was cut. I'm still in contact w/ former team members and they're all very unhappy with their current situation. I'm currently doing remote contract work so have options.
Is there a rule on how many times you can get back? I heard its just one.
I have lost count on the amount who return after WFR. I get it, it's a job like anywhere else, and sometimes better the devil you know than the devil you don't. What will be new this time round is the Hybrid RTO, how many will want to go back to that.
I know MD was a joking with the hybrid weekend you're at home then and office through the week, but it just shows how out of touch he is with the rest of the workforce. Many of us, rightly or wrongly do work at the weekend just to keep up with this do more with less. Unfortunately I, like many others, won't go without the severance package and stuck in this company until Nvidia buy it.

If you go back before 1 year has expired, you may be required to repay part of your severance. I am not sure who makes the call to claw back the severance award and what the proration is either.
