Has anyone else heard the proposed promotion policy change? 1) in line Promotions can only be given to employees who received "exceeds expectations". 2) Employees can no longer apply out of their job to achieve a higher grade level. If an employee moves positions, the job in which the employee applies to, must be the same letter grade as their current role.
I'm not entirely certain how accurate this is or if it's in place. Recent events have let me to believe the changes are true. Anyone else hearing this? ^

The exceeds spots being reserved for those slated for promotion has been in place several years now, since at least 2021. Perhaps tacitly, not sure, but definitely in place.
You are correct. There is also a hiring freeze, so the point is basically moot. Huge layoffs are coming. Only India will be spared.
That's not accurate. There are plenty of internal movers who apply for higher roles. If this was the case, how would you fill the higher roles? Then you would have to soley look outside to fill positions and people will be forever stuck in the same role.
