Fidelity is being pro-active in reducing US headcount as more positions will be moving overseas due to immigration changes coming in 2025 with the new administration.
H-B1 count has already been drastically reduced from 2024.

What Harris called the "discriminatory backlogs" in 2019 was caused by country-specific caps for green cards which was designed to be a rate limiting mechanism to prevent H1-B abusers from flooding America, which unfortunately has happened in Fidelity. As another commenter proclaims: "Fidelity is NOT an American company"!
