Plant operators should consider adopting the 'weak in preparedness' until all are up to snuff in at least the basics of plant safety. Any office position is usually a good place to start and typically in the most need. Good luck getting them interested in some volunteer training.

Lab and office admin. would be the least prepared in an emergency. Knowing where critical main shut offs are located etc. is not part of training for all departments, but it should be. Every person should rotate at least on a voluntary basis for emergency fire training and be familiar with the complete complex. Some do not want to get their hands dirty. This is where MPCs weakness is and needs improvement.
