I’m at my wit’s end with this place. Where else do people need to worry about layoffs days before and after Christmas ?? It’s absurd and completely draining.

BNY is an incredible cesspool - absolutely miserable place to work. Will come up with any reason possible to fire you to avoid severance and 401k matching.
Was at the regional bank CFG, they replace you with H1-B outright and force you to train. If you request for work to do, you will be "not in career job, why don't you find another job you like", as told by the head of ALM.
Perhaps you've heard of TD bank's recent troubles
You might want to try smaller regional banks, or credit unions. There may not be outsourcing at these levels, but acquisitions mergers may happen.
Lot's of businesses.
What's absurd is your whining about something that has been going on since the first caveman hired a caveguy or gal to do a job. Deal with it or continue to be a whiney snowflake.
