Office politics has a higher power than meritocracy. I think meritocracy is a concept totally unknown to "Target's people in leadership positions". I say it in quote because there is no real leadership.

I am wondered if I'm the only person that wears a watch? If a meeting starts at 3pm, be there. Fifteen or twenty minutes late should not be okay...but nobody cares
Where I work, it's alot like Orange is the New Black series, you have to be part of several females groups or they'll eat you alive. If you're part of a strong ruthless females group, then they watch your back, protect you from other ruthless female TMs looking to get you written for made up issues to get ahead in the company. I work hard, do good work, I watch my own back, it's a daily struggle.
There is no merit in target, only social prudence.
