When laying off people, please keep your involvement to the minimum and let the affected employee's manager to handle the situation. You, as a HR personnel, should never break the news to them that they are being let go. Their lives are about to change drastically so that news should come from their managers. After all, you don't know anything about their successes and sacrifices over the years.

Haha it would be safer from HR to tell me cause if manger did it might be personal.
In my case my boss acted strange for weeks and avoided me. Being in limbo was worse than the news. Still more layoffs in the works. It's far from over and Halliburton is right around the corner.

As manager I always bring the news myself, although a more senior person tells me to reduce I'm the one who has to decide on who, I'm the one who absolutely seriously impact their future, the least I can do is tell them in person, look them in the eyes and feel their pain. This is what a good manager does.
Nobody from HR is reading this, they do not care.
