Question for the board here. Latest info is QMT will complete all shutdown activities by end of July. Looking at WARN notice for SD gov, there is no current notice of layoff from Qualcomm (as of 4/1) to SD gov. Does a shutdown count as a layoff?

For non-plant closure WARN requires notice if 500 employees are layed off in 30 day period. So QMT layoff doesn't seem to trigger this.
The 11-2014 layoff was big enough to trigger warn.
