laying off temps doesn't have any legal implications....that is the same with H1b as those laid off are more worried getting their next job or leaving the country(as their visa is valid for a few months)....so they don't have time to create any rukus .... so they are easily laid off....the problem is with permanent citizens who have the capacity to create legal issues but 4000 number ....I think they will also get laid off...

On the contrary it makes sense for the Business to keep the contract positions and layoff the fulltime positions first. They can always layoff the contractor anytime
