Start-ups have no money of their own. Some of them don't even have more than basic liability insurance. So, no attorney with any brains wants to file a major court case against a start-up. Large corporations are litigation targets. HR Depts. lower the cost of insurance w/r/t litigation.
HR's job is supposedly to uphold a set of values and maintain a healthy company culture. However, Qualcomm's HR's is staffed and run by semi-literate unscrupulous psychopaths. They do not have the intellect, integrity, independence, or will to uphold any company culture or value system. They are puppets to unconditionally carry out management wishes while covering up anything that might bring lawsuits against them. It includes a branch called Employee Relations comissioned to put a pretty face on the rotten culture of the company for investors, new recruits, and outsiders to see.
HR are the police who enforce company policy. A village (I.e. startup) doesn't need much of either.
