Pell chasers will exist as long as the Feds allow people to be easily access with little to no penalty when improperly used. There is a new fafsa c code that is labeled as "unusual enrollment," which prevents a student who has shown enrollment and received pell at 3 institutions in the last 3 or 4 years. If that person cannot prove to have successfully completed courses they are no longer allowed to use title IV funds. This is a good first step in the right direction. UOP along with many other schools are starting to see many "school shoppers" with these codes and they're being turned away for admission. THANK GOODNESS!
