No raises for 2015 and nothing budgeted for 2016, including all levels of management. The company is trying to conserve cash.
I would assume the same applies to senior management, below the executive level. I'm guessing some incentive / performance bonuses will remain in place for those well above my position.
People who would be promoted would get an increase for the new position, however, informally we are asking for people to take on more with giving a title change. My impression is that 'promotions' will be challenged. Positions are not being back filled if someone quits, duties are just redistributed. My assumption is that there is a lot of promises being made for future advancement if people take on more work, or it is spun as job security.
It's tough for people when there is no raise, shifts have been reduced and overtime cut, and some taking furlough. Our frontline people are taking a huge hit.
The question each person must ask themselves is if it is worth to jump ship and start over with holidays and the benefits that increase with years of service.

Our (-)10% raise was approved long time ago!
E-mail we received only mentioned 2015 was postponed.

Maybe none should get raises or bonuses since soo many lay offs. But that would make too much sense to do that, lets just keep waisting money
