How can you have a review with no self input or 3rd party input?

Some 3rd party input is through talking and not written, this can keep lower performers ratings up. Generally if you are asking this, well, you are near the bottom. Just my experience low performers think they are fantastic, top performers think they have a lot to learn.

Managers are not required to obtain feedback. Just like they are not required to use feedback they deem questionable (good or bad)
