Oxy has a culture of hate - they have for a long time. That's why they couldn't get people for a few years after 2008/2009. People are picked out for persecution and victimization and, if they don't like it, are driven out with retaliation in performance reviews or expected to tolerate workplace bigotry. Persecuting contractors is just one option to attack those who are different. There are many more, some of which sink back to playground bullying at its lowest level.

It's just as bad in the full-time rank and file too. Exactly as the OP describes is allowed to happen all over the company especially in EOR.
