What new rules? Supplemental Bonding perhaps? From my perspective, DWEP's biggest obstacle is cheaper alternatives onshore.
DWEP has the experience and people to drill complex wells in deepwater that does not exist anywhere else. Is there some fat? Sure, but that is going to be rectified in January 2016.
Once DWEP is merged with what is left from GOM (Big Foot, Tahiti, etc.) it will be a leaner and more efficient operation.
Perhaps the international deepwater wells should be rolled in as well.
Deepwater is the future of Chevron, there is no doubt and with the new rules by the government coming out in early 2016 many smaller operators and some of the big ones (ConocoPhilipps, BP, etc.) will choose to exit the GOM deepwater market and no longer operate any fields, which will only leave ExxonMobil, Shell and Chevron to drill these kind of wells.
