Why do they drag this stuff out?

Personal feelings are they drag it out because it looks bad (big media event) to layoff thousands at one time or in a very short time. They spread it out over a few weeks to not look as bad. It's also a function of watching the revenue on a monthly basis or quarterly in some cases and continuing adjustments in staff accordingly. I once worked for a major oil producer and have seen this first hand. I was involved in the 1986 downturn. They didn't drag it out quite as much in 1986 though.
