I've seen this now.. way too many times. All jobs on GOM are frozen if you are on the "RA list", you wont get replies, or you will not be selected, etc..
Total waste of time. Its all smoke and mirrors.. back in 2015.. my manager was in process to move someone to our team, then he was RA'd.
Tried escalating to 3rd line mgmt. Response was.. "takes an act of god" once identified on RA list.. to hire internally.
