Tell your manager you're willing to take a package. Yes it has been done successfully. It is a headcount target managers need to meet.

I volunteered on more than one occasion and have been told by management and HR that it is not possible.

Usually, they would ask for volunteers first. Just asking for a package out of the blue might not look too good.

Most definitely, but remember that there is no reason to believe that you are going to 'save' anyone's job by sacrificing yourself.
No severance package that they are going to give you will make up for the benefits that you voluntarially gave up. Management is NOT your 'friend', and all your leaving will do, is look good on their reviews.

No no no. No official voluntary program. You simply drop a hint to your manager that you can be used to save someone's job
