Here is how it goes:

Each are VP's, MVE, Arch, DA/DTS have gotten together with tops down targets of cuts, 20%, 30% whatever.

They then slice and dice the area of people say 2000 into sub groups of 100 by site or whatever grouping then want.

Then HR has magic performance took that only the lawyers have the algorithm for, which the rank each group.

Then the VPs get to select what % of the cut to apply to each group to get that area to the overall tops down target.
Next round of selection needs to be submitted by 6/11, for notification the last week of June.
