So if Intel is cutting to the bone and exiting small sites and cancelling projects and closing orgs left and right and this is only 11%, what does the other 89% of the company do?

Management in that 89 % does nothing, as usual. Attend meetings, talk sh-- about IC's and which ones to layoff. Hire contractors to get the work done. Act like their sh-- don't stink.
Do the work of 3 people- slave away and then get slashed in the next round. Yep

Spot on.
1 in that 89% is BK, he is worried how to save his assand his shares, another 1 in that 89% is Murthy, who is worried how to get into CEO position in another 2 yrs. Rest of the VP's thinking to save their job.
Left over people (non-executive), wondered and worried, when will they get VSP letter.
Intel is now behaving like a service company. HR VP, threatens the employees, who bleed blue for the life this company. Taylor thinks we are just cockroaches. [ The VSP is an opportunity to know where you stand regarding your future at Intel and determine if joining another company is a good option. ]

Most of them are related to someone high up on the food chain.
LOL work harder, hope valuable know how wast lost when they kicked the old guys to the curb.
For BK he will look good for a bit, 12000 less people but only slightly less revenue and more profit and big bonus for him and his team while the other reaming folks worn and worry about the performance message target on their back, GPTW!!!
Work their asses off, and maybe fail trying.
I wonder if incidents of strokes will increase.
