Qualcomm way: Layoff the bottom 15% aka individual contributors. Give retention bonus to the top 15% aka status collectors. Then piss off the rest of the 70% and encourage them to leave on their own. Then during the all hand pretend to be concerned about the attrition.
Go to the Intel/Nokia boards - you'll sound much more believable.

We gave generous packages to bottom 15% people we laid off. Now top 12.5% are being showered with money to stick around for 2 years. If you did get yours, then interview around - show them a competing offer and you will get one.
